近日，海南省委人才發(fā)展局面向社會(huì)發(fā)布了一封《致在瓊國際人才的一封信》，信中提到，為全面了解全省國際人才現(xiàn)狀，精準(zhǔn)匹配崗位需求，提升服務(wù)保障水平，海南省委人才發(fā)展局將面向全省開展在瓊外籍、港澳臺(tái)和留學(xué)人才摸底工作，中英、中俄對照版如下：

在海南建設(shè)自由貿(mào)易港，是習(xí)近平主席親自謀劃、親自部署、親自推動(dòng)的重大國家戰(zhàn)略，是中國新時(shí)代改革開放進(jìn)程中的一件大事。2020年11月4日，習(xí)近平主席在第三屆中國進(jìn)出口博覽會(huì)上發(fā)表主旨演講，兩次提到海南自貿(mào)港，明確肯定海南自由貿(mào)易港實(shí)現(xiàn)順利開局。
The development of the free trade port in Hainan is a major national strategy personally planned, arranged, and promoted by President Xi Jinping. It is a major event in China’s reform and opening-up process in the new era. On November 4, 2020, President Xi Jinping delivered a keynote speech at the Third China International Import Expo, mentioning the Hainan Free Trade Port twice, clearly affirming that the Hainan Free Trade Port s development has achieved a smooth start.
功以才成，業(yè)由才廣。海南自由貿(mào)易港建設(shè)關(guān)鍵在于人才。海南高度重視人才工作，大力實(shí)施“百萬人才進(jìn)海南”行動(dòng)計(jì)劃，實(shí)行積極、開放、有效的人才政策。
A great undertaking requires capable people to succeed; a great cause requires capable people to flourish. The key to the development of the Hainan Free Trade Port lies in talented individuals such as yourself. Hainan attaches great importance to introducing talent, is vigorously implementing the One Million Talent Recruitment Action Plan of Hainan Province, and offers an active, open, and effective talent policy.
特別是2020年9月21日出臺(tái)了《關(guān)于開展海南自由貿(mào)易港國際人才服務(wù)管理改革試點(diǎn)工作的實(shí)施方案》，聚焦人員進(jìn)出和就業(yè)執(zhí)業(yè)自由化便利化，從省級層面為國際人才來瓊創(chuàng)新創(chuàng)業(yè)提供全方位的支持保障，著力打造宜居宜業(yè)的國際人才發(fā)展環(huán)境。
On September 21, 2020, the Implementation Plan on the Pilot Work of the International Talent Service Management Reform of the Hainan Free Trade Port was issued, which focused on liberalizing and facilitating the entry, exit, employment, and work of international personnel. Meanwhile, it provides a full range of support and protection on the provincial level for international talents to innovate and start up businesses in Hainan and strives to create a livable and workable environment to develop international talents.
